What are we talking about?

inland Transport of Dangerous Goods

European Commission wants to harmonise the approach to inland TDG risk management, with a multimodal legal framework in a practicable, systematic, optimized and traceable way

Practical guidelines have been published, going beyond basic risk analysis principles, to improve the assistance to the users of risk management techniques. This was done to consider the importance of the risk-based decision-making approach for the safety of TDG operations.

In the development of the framework, numerous issues which have to be faced by the users of these techniques (e.g. weaknesses in input data, risk estimations applicability, management of uncertainties, need for improvement of decision-making processes), have been considered. This framework was developed in collaboration with all involved organizations and is applicable to roads, railways and inland waterways, on voluntary basis.

The assistance to the users is a very important part of the framework for further improving risk management techniques. For this reason, the European Commission (DG MOVE) and the European Union Agency for Railways ERA have established an Expert Users and Development Group (EUDG) to continuously improve the framework and facilitate its usage.

The framework is available on ERA website for voluntary use. It is composed of four guides:

  • Framework (overview);
  • Guide for risk estimation;
  • Guide for decision-making;
  • Framework glossary;
  • and other supporting material

We organized this webinar together with ANSF-RFI, the contribution of ERA and the patronage of MIT to promote the dissemination of the knowledge of these guidelines and the best practices in the sector.

The webinar is open to any participant interested in raising its awareness of the newly developed risk management framework in the context of road, railway and inland waterway transport.

Potential participants are:

  • freight transport operators;
  • infrastructure managers;
  • associations;
  • local and national authorities;
  • experts in risk management;
